The problem is that this was just a piece of the nationwide freeway system - having one piece be rail wouldn’t work at all. But imagine if we had built up rail across the country at a fraction of the level we spent on cars. We could have then spent some of the rest on city-wide subway systems and would have had a much different relationship with oil.
